I would think that after that first time she would have stayed clear from these abusers.
Also she must have had permission from her parents to fly arond the world.
Unless the law is different from our law, where a minor needs the signature from a parent of parents to get a passport and travel abroad unaccompanied by a parent or parents.
Even my 4 year old nephew needed a passport of his own when my sister and brother in law went on holiday to Great-Britain when they were not in the EU yet.
